Admiral Viscount Saito Makoto 斎藤実 (27 Oct 1858JOS / 2 Dec 1858GC - 26 Feb 1936) was a Japanese politician, Prime minister, Naval officer, and peer. 6th class of Naval Academy (3rd place out of 17 graduates).
